Will be responsible for the entire field operation particularly the inspection of all construction work, including but not limited to the evaluation and recommendations of changes, preparation of reports, analysis of schedules, claims and dispute evaluation and recommendation, and the supervision of any required relocation activities related to the construction work.
Knowledge of all laws and regulations related to the Handicap Accessibility Requirements. Shall have knowledge of all applicable regulations, including but not limited to Section 3’s employment opportunity and Davis Bacon Act wage rates, construction codes and HUD regulatory guidelines compliance. This task involves monitoring project plans, schedules, work hours, budgets, and expenditures, organizing and participating in stakeholder meetings, and ensuring that project deadlines are met in a timely manner for the assigned construction projects.
Reports to: Program Director
· Conduct inspection services at all phases of the Construction Project, producing the corresponding punch list of deficiencies to track and enforce the General Contractor’s work quality, and verify adherence to Subrecipient Agreement, construction documents, ADA Standards, the selected Green Building Standards or HUD CPD Green Retrofit Checklist (whichever is applicable), the contract, technical specifications and construction drawings, and all required document.
· Track and file all documents related to the project including documentation regarding the applicable Green Building Standard or HUD Community Planning and Development (CPD) Green Building Retrofit Checklist.
∙ Inspecting and assessing buildings for compliance with applicable laws and building code requirements practicing under the supervision of a licensed professional.
· Maintain field and office records
· Attend Weekly pre-construction or inspections meetings.
· Attend Weekly Construction or Inspections Meetings and Assist in the Meeting Minutes Preparation.
· Prepare Daily Inspection Reports.
· Maintain an archive of the Project’s correspondence, drawings, samples and other documentation in an accessible and organized matter, in both electronic and physical format.
· Process and Keep track of submittals and RFIs and all project correspondence
· Track construction progress and proactively recommend solutions to avoid project delays.
· Supervise construction inspection activities for all disciplines.
· Assist in the preparation of detailed daily and monthly reports covering work in progress, observations, safety, non-compliance work, and other relevant issues.
· Assist in the review of contractor’s proposed change orders to evaluate merit and recommend approval or rejection with reasonable documentation.
· Assist in the review of progress payments requests to determine accurate progress claims and document recommendation for payment.
· Coordinate communications and Transmittals required by Client.
· Notify the Designated Inspector of actual or proposed deviations to specifications and drawings so changes can be evaluated by the project Designer.
· Assist in the punch lists preparation and inspection required for project completion.
· Monitor implementation of Storm Water Pollution Prevention Program (SWPPP)
· Document geotechnical, material and pavement testing.
· Monitor fall protection devices and best safety practices.
· Perform field inspection surveying (with the provided tools) and inspect contractors’ and subcontractors’ work.
· Inspect structural projects (buildings, building office additions).
· Asist in the project Closeout process.
· Other duties as required not listed and determined by Direct Supervisor or Company Directors.
Required Competencies and Qualifications (technical, academic, experience, values, behaviors):
· Bachelor’s Degree in Engineering.
· PE - Professional Engineer in good standing with the Puerto Rico State Department Board of Professional Engineers and Land Surveyors and active member of the CIAPR.
· Must have fluent verbal and written communications skills (English and Spanish).
· Over two (2) years of previous experience in comparable programs within the last five (5) years.
· Over ten (10) years of experience in Engineering and/or Inspection services.
· Leadership, Time management and Accountability.
· Availability to start working immediately on several other projects around the Island.
· Own vehicle or transportation is required.
· High level of proficiency in Microsoft Office product suite (e.g., Word, Excel).
· Strong organizational skills and attention to detail.
· Excellent verbal and written communication in Spanish and English.
