Job SummaryThe IT Governance Manager (ITGM) is responsible for developing, documenting, and managing the Bank's IT governance framework to ensure alignment with business objectives, compliance requirements and industry's best practices. This role involves managing policies, processes, and controls to optimize performance, mitigate risks and ensure efficient use of technology resources.
This position places a strong emphasis on designing and managing robust process workflows, developing, and rigorously overseeing IT controls to ensure their effectiveness, and driving comprehensive control testing.
The ITGM is responsible for the on-going monitoring and continual improvement of the Bank's ITIL Service Strategy. The Bank's ITIL service strategy brings together components of ITAM, Service Operations, Service Delivery and Continuous Service Improvement to improve the overall effectiveness and efficiency of IT Services.
The ITGM will oversee and assist in the formation of all service management policies and procedures that optimize the Bank's IT service delivery. The ITGM will collaborate with all ITS Departments to ensure proper delivery of all Bank IT services in an effective and efficient manner.
Essential Duties- Assist in the development and oversight of all IT Governance maintained policies, procedures, and standards.
- Work closely with ITS senior management and ITS departments to ensure proper delivery of all Bank IT services in an effective and efficient manner.
- Develop, implement, and maintain ITG/IT Control testing to address risks, ensure compliance, and enhance operational efficiency.
- Develop and execute comprehensive IT control testing plans to assess the effectiveness of controls, identify gaps, and validate remediation efforts.
- Monitor and evaluate IT control performance, ensuring ongoing adherence to governance policies and standards.
- Identify, assess, and validate mitigation of IT related risks through control implementation and testing, working closely with IT stakeholders.
- Develop, document, and optimize IT process workflows (e.g., incident management, change management, access control) to enhance operational efficiency, clarity and alignment with ITIL.
- Develop Key Performance Indicators (KPIs) and provide periodic reporting (monthly, quarterly, annually) to management.
- Serve as a subject matter expert to the ServiceNow IT Service Management Platform and Configuration Management Database (CMDB).
- Support internal and external IT audits, providing documentation, control testing evidence, and implementing corrective controls based on findings.
- Promote IT Governance and IT control awareness and effectiveness through training materials, presentations, and reports.
- Perform all of the responsibilities above and all other duties as assigned.
Complies with all State and Federal Banking regulatory requirements, including but not limited to: BSA, Anti-Money Laundering OFAC, CIP, Financial Elder Abuse Reporting, Sexual Harassment, Information Security, and privacy requirements. This position will elevate suspicious activity to supervisory staff and/or BSA department. Completes compliance and other technical training workshops as assigned.
Required Knowledge - Proven leadership experience and experience working with/managing business and technology groups.
- Excellent analytical and creative problem-solving skills.
- Solid understanding of IT industry best practices and standards, including but not limited to, e.g., ITIL, data center operations, service desk, and asset management.
- Proficiency with technology risk assessments. Experience with FFIEC standards.
- Strong proficiency in process mapping, optimization, and workflow automation with hands on experience using tools such as Microsoft Visio, ServiceNow, Salesforce
- Proficiency in leveraging data analytics tools (e.g., Power BI, Excel)

- Ability to travel for the purpose of offsite training, project implementation and branch visits.
Education and Experience - Bachelor's degree or higher in business, finance or computer science or equivalent experience in IT related field.
- Minimum of 3 years' direct experience designing and implementing complex process workflows and reporting functions in a financial institution.
- Minimum of 3 years' experience collaborating with cross functional teams in designing controls and KPIs.
As a part of the Bank's internal control systems, employees holding sensitive positions are required to be absent from their duties for a minimum of two consecutive weeks each year. This position has been deemed to meet the test for a sensitive position, and therefore you will be required to meet the minimum absence requirement each and every year.
