The Topside Project engineer service is part of the Closed Flare Projects and PBF Topsides team.
Two Closed Flare Projects currently ongoing: DALIA and GIRASSOL.
Each Closed Flare Retrofit Project is a brownfield project with approx. 400 000 overall man-hours and 12 months of offshore SIMOPS work.
DALIA Closed Flare Retrofit is the TEPA affiliate first flare retrofit project and acts as a reference for similar projects.
Coordination with transverse teams. Strong coordination with the Package Manager and Topside Engineering Leader.

Activities
1. Demonstrate an exemplary behaviour with regard to HSSE rules and requirements, promote safety and quality culture within the project, and ensure safe and ethical working practices within all managed or interfaced activities.
2. Ensure compliance with applicable HSEQ rules, TEPA referential, state-of-the-art practices and local rules and laws, and ensure these requirements are properly captured in contractual documentation.
3. Coordinate Closed Flare activities across all project phases (call for tenders, engineering, procurement, fabrication and installation), ensuring alignment between all parallel projects and effective communication with PBF and transverse teams.
4. Ensure proper coordination and collaboration between the Closed Flare package team and all relevant entities (B17, maintenance, DT, PBF, ADP, OneTech and other transverse departments).
5. Maintain accurate and timely reporting on scope, progress and areas of concern, and ensure regular communication with all stakeholders involved.
6. Support the Closed Flare Package Leader by providing an integrated project and technical view, and by assisting in the development of the project execution plan, project organization and required means.
7. Represent the Closed Flare Package leader in meetings, committees and workshops when required, and ensure proper information flow on project status, risk and key issues.
8. Contribute to contractual governance of Closed Flare projects in liaison with Contract Engineers and Project Control teams.
9. Monitor contractual compliance, budget-related aspects and commercial exposure of the Closed Flare projects, and support the assessment and management of variations, change orders and claims.
10. Participate in the preparation and review of contractual correspondence, notices, technical and commercial justifications related to changes, claims or disputes.
11. Support the Package Leader in anticipating contractual risks, identifying mitigation measures and ensuring alignment between technical decisions, contractual obligations and project objectives.
12. Before contract award, contribute to the preparation of contract documentation, participate in technical workshops, and support evaluation, recommendation to award and validation committees in liaison with Contract Engineer, Topside Engineering Leader and discipline leaders.
13. During execution phase, establish technical direction and project specifications with the Topside Engineering Leader and transverse teams, oversee technical interfaces and modifications, and support troubleshooting on technical issues.
14. Supervise contractors and subcontractors involved in the Closed Flare retrofit projects and ensure all technical interfaces between packages are properly integrated in design and installation scopes.
15. Oversee logistics and contractual matters related to the Closed Flare projects and proactively flag potential issues or blockages to the Package leader.
16. Work by anticipation to identify and assess risks and opportunities related to Closed Flare activities, including technical, contractual and interface-related risks, and manage or coordinate associated mitigation actions.
17. Promote digitalization, innovation, lean approach and cost-conscious culture among teams, while ensuring QHSE objectives are not impaired.
18. Identify deviations, non-conformances or concessions and propose adapted corrective actions.
19. Gather lessons learnt from the various Closed Flare projects, contribute to REX and close-out documentation, and support continuous improvement of practices.
Context and environment
PBF is the Brownfield Projects Division of TEPA and operates within a matrix organization. It manages brownfield projects from engineering to execution and hand-over to Block Field Operations teams.
Within Block 17, the Closed Flare Retrofit Projects are part of the LIFEX program and are currently in execution phase. These projects aim to reduce greenhouse gas emissions on live FPSOs by retrofitting closed flare systems, in line with TotalEnergies commitments regarding emissions reduction.
The nature of brownfield execution on Block 17 implies that most offshore activities are performed SIMOPS conditions on live FPSOs, in close interaction with ongoing production and maintenance activities, this environment significantly increase technical, operational and interface-related risks and requires strong coordination between projects, operations, and contractors.
The Closed Flare retrofit Projects involve complex offshore modification works, including FPSO topside modifications and heavy lifting campaigns, and mobilize a large number of contractors and subcontractors, both international and local, for onshore prefabrication and offshore international activities.
Due to the diversity and fragmentation of the work scopes and interfaces, PBF has set up a dedicated execution team to manage, coordinate and control the different Closed Flare activities across the Block 17 assets.
DALIA Closed Flare retrofit Project is the first closed flare retrofit project executed by TEPA and serves as a reference for similar projects. It is currently in execution phase and represents a key milestone within PBF and Block 17 strategy.
Accountabilities
Be accountable for exemplary H3SE behaviour within the scope of the Closed Flare Projects and actively promote strong safety, quality and ethics culture across all interfaced activities.
Ensure that Closed Flare activities are performed in compliance with applicable H3SE rules, Company referentials, contractual requirements and local regulations, within the limits if her/his responsibility.
Be accountable for the coordination and technical integration of Closed Flare activities during the execution phase, ensuring consistency of technical solutions and interfaces across Block 17 assets.
Ensure that technical decisions, modifications and interfaces are properly managed and aligned with project objectives, operational constraints and execution requirements.
Support the achievement of project milestones by anticipating technical, operational and interface-related issues and contributing to their timely resolution.
Be accountable for supporting the Closed Flare Package Leader in monitoring contractual compliance and managing the technical and commercial impacts of changes, variations, and claims related to Closed Flare activities.
Ensure that technical inputs required for change management, variation orders, claims or contractual correspondence are accurate, timely and consistent with project execution realities.
Contribute to the identification, assessment and mitigation of contractual and interface-related risks arising during the execution phase.
Be accountable for effective coordination with internal stakeholders (PBF, B17 operations, maintenance, Topside engineering, transverse entities) and with contractors involved in Closed Flare activities.
Ensure that relevant information related to scope, progress, risks and interfaces is properly communicated to the Closed Flare Package Leader and key stakeholders to support informed decision-making.
Deputizing the Closed Flare Package Leader when required on specific topics or meetings within the defined scope of responsibility.
Qualifications/Experience required
Professional experience: 6-10 years in similar domain, experience in project management, project controls, project planning.
Languages: English mandatory.
Qualifications: Bachelor degree or equivalent
Good communication skills, organizational skills, autonomous, positive attitude, motivated and team spirit mandatory.
Ability to coordinate activities with various entities and stakeholders
