Chief Engineer to work in our
Chantilly, VA office.
The Chief Engineer of ECS' Radar Physics Laboratory (RPL) will be responsible for providing technical leadership and oversight for the Radar Physics Lab's production efforts, ensuring the design, development, and delivery of high-quality electronic systems and components that meet customer requirements. The successful candidate will have a strong background in radar systems engineering, and a proven track record of delivering complex large scale electronic systems in a production environment. The Chief Engineer is responsible for ensuring technical direction of the Radar Physics Lab organization aligns with strategic business goals
General Description of Duties:
- Identify new programs, products and opportunities that align with RPL capabilities and business development objectives
- Assess feasibility/practicality of solutions to meet customer needs
- Identify, document and actively mitigate risks at both the project level and organizational level.
- Author, review and edit technical proposals; lead capture and proposal strategies; provide labor and materials estimates to the pricing team
- Derive project and product-level requirements for design, development and qualification from higher level customer-defined mission requirements
- Provide technical guidance, solve complex design problems, and ensure innovative solutions are developed
- Perform trade-off analyses of efficiency, cost, and schedule against system/product capabilities and performance
- Recruit, train, and mentor engineers and technicians; delegate tasks and set goals
- Plan, direct, and oversee engineering projects from concept to completion, ensuring they meet timelines, budgets, and quality standards
- MS degree in Electrical and/or Computer Engineering, with 15+ years of engineering management experience leading multi-discipline engineering teams (electrical, mechanical, software, etc.) within an ISO-9001 or AS9100 certified organization
- 15+ years of experience in electronic circuit and system design, analysis, development, test and troubleshooting
- Extensive experience developing innovative electronic test methods and troubleshooting techniques
- Expertise in setup and use of electronic test equipment, software and hardware development tools, CAD and EDA software suites, best practices for engineering file management, configuration control and engineering workflows
- Experience managing and training staff working in a laboratory and manufacturing environment and implementing processes that ensure personnel safety and protection of assets
- Experience implementing standardized processes and procedures to ensure consistency in product quality
- Ability to derive features and requirements for product deliverables from high level program-level requirements and manage engineering efforts to meet those requirements
- In-depth knowledge of PCB layout and routing best practices; with the ability to train staff, conduct internal/peer design reviews, generate design/routing rules, review and edit CAM files, and work with vendors to produce PCBs of highest quality
- Ability to advise engineers and work with production staff on design-for-manufacturing best practices
- Experience directing policies and procedures in compliance with ISO-9001 or AS9100 Quality Management Systems
- Proven ability to lead winning capture and proposal efforts
- Exceptional verbal and written communication skills
- Domestic travel and occasional international travel to lead capture and marketing efforts, program technical reviews, product/system installations and support fielded products produced by ECS Federal
- Ability to obtain and maintain a US government security clearance
