Position Summary:
The Instrument & Electrical Engineer is responsible for all aspects related to instrument, electrical equipment, package equipment and automation process control infrastructure, such as Medium Voltage Switchboard, Transformer, Generator, DC charger, MCC, Motor, UPS, Chiller, DCS, PLC and process transmitters etc., requiring great instrument and electrical experience and skills. Opportunities for Instrument & Electrical Engineer can also be found in the continuous improvement, reliability and new project of instrument and electrical system for complying with the strategies, standards, specifications, local codes and regulations of Chang Chun Petrochemical.
Key Responsibilities:
The essential functions include, but not limited to the following:
Construction Phase (Project)
· Perform to confirm Basic Engineering Design Data, such as instrument data sheets and electrical equipment load list etc.
· According to BEDD (Basic engineering design data), inquire quote from vendor and apply the procurement of instrument/electrical equipment. Responsible for vendor Technical Bid Evaluations and Commercial Bid Evaluation for instrument/electrical equipment, including preparation of technical clarifications, preparation of TBE and CBE for manager approval.
· Provide BEDD (Basic engineering design data) and equipment vendor drawings to design company for completing the Engineering of instrument/electrical equipment, such as Single Line Diagram, Power Layout, Cable Schedule, Instrument IO List etc.
· Version control of instrument/electrical engineering drawings to ensure construction is based on the latest drawings.
· Perform process control programming of DCS.
· Follow up the manufacturing status of electrical/instrument equipment to ensure the delivery of equipment can comply with the construction schedule.
· Coordinate with logistic team for the storage management of electrical/instrument equipment and perform the equipment turnover to contractors.
· Read and interpret engineering drawings for quality assurance.
· Perform field observation/inspection for monitoring performance and progress, quality of contractors and confront design compliance issues with contractors when identified.
· Use measuring tools to confirm if construction comply with standard, such as grounding test, mega test, loop test, parameter setting etc.
· Perform construction reports for tracing the construction status.
· Perform start-up commissioning.
· Lead technicians and make appropriate assignment to complete construction items.
· Coordination with various engineering disciplines related to construction and deals with each interface (Process, Piping, Civil, Architecture, Procurement).
Operation Phase (Routine)
- Manage daily issues of instrument/electrical equipment, such as adding new device, device alteration, troubleshooting, repair, automation programming, equipment preventive maintenance, spare parts procurement and storage management etc.
- Lead technicians and make appropriate assignment of work orders to complete daily issues.
- Identify and grade critical instrument/electrical equipment. Define and make preventive maintenance plans to achieve Mechanical Integrity (MI).
- Supervise preventive maintenance plans to be completed per schedule to prevent breakdowns on equipment.
- Read and interpret test results or reports and perform corresponding correction of instrument/electrical equipment.
- Review/Update Work Instructions (WI) according to operating/maintenance instructions and technical information of instrument/electrical equipment.
- Perform Job Safety Analysis (JSA) to define and control the hazards of processes, jobs, and procedures.
- Cooperate with Production Department to fulfil quality and safety audit requirement from customers or regulatory agencies.
- Initial responder when production line stops and assures appropriate instrument/electrical help is on-site.
- Utilize measuring tools and root-cause analysis to identify error signal or message for troubleshooting.
- Prioritize works to ensure timely response of troubleshooting, repair, maintenance and construction of instrument/electrical equipment for minimizing manufacturing downtime.
- Complete required paperwork and documentation in SAP.
- Perform other necessary duties as required by department manager.
- Develop, review, and maintain equipment specifications as related to purchasing, installation, operation, and maintenance/repairs.
- Inquire quote from vendor and apply the procurement of instrument/electrical equipment and related engineering. Responsible for vendor Technical Bid Evaluations and Commercial Bid Evaluation for instrument/electrical equipment and related engineering, including preparation of technical clarifications, preparation of TBE and CBE for manager approval.
- Conducts Kick Off Meeting with vendors, clarifies pending issues and records Minutes of Meeting.
Required/Preferred Skills and Experience:
- Bachelor’s degree from an accredited 4-year college or university in Electrical Engineering or related engineering field.
- 3 to 5 years of Electrical Engineering experience, including internships, in a heavy manufacturing or chemical processing industry.
- Good knowledge of operation, troubleshooting and repair of Electrical equipment, such as 12.47KV Medium Voltage System, 480V Low Voltage System, Transformer, Generator, DC charger, MCC, Motor, UPS etc.
- Good knowledge of electrical safety.
- Good knowledge of operation, troubleshooting and repair of Instrument, such as Flow, Level, Pressure, Thermal, PH, Conductivity transmitters etc.
- Good knowledge of operation, troubleshooting and repair of Process Control System, such as DCS or PLC etc.
- Automation programming experience and skill preferred.
- Team management experience and skill preferred.
- Must be available to work off shifts and work overtime depending on business needs.
- On-call is required under operation phase.
- Ability to use Microsoft Office (Outlook, Word, Excel and PowerPoint)
- Excellent communication skills and ability to interact effectively with multi-functional and diverse backgrounds.
- Compliance with Process safety, ergonomics, OSHA, environmental agencies, applicable codes, and regulatory agencies.
- Must be capable of making decisions and recommendations with minimal supervision.

- The noise level in the work environment is usually moderate.
- Work environment involves daily exposure to physical risks, such as working around mechanical equipment, forklifts, chemical hazards, and electrical hazards.
- Chemical protective clothing is required for chemical hazards working area.
- Work is primarily outside and will have exposure to extreme weather conditions and nature elements. Will need appropriate clothing for extreme weather conditions.
- Must be able to stand, walk, stoop, kneel, crouch, climb, crawl and balance for extended periods of time.
- In specific condition, working at height is required.
- Need to work at trailer office under construction phase.
- Must pass a pre-employment medical exam to wear a respirator.
- Must be able to wear a respirator for the duration of painting and confined space operations.
