WIM is looking to fill four Engineer positions across two units:
Approvals and Partnerships and
Development Infrastructure.

As an Engineer reporting directly to the
Manager, Approvals and Partnerships you will be a be responsible for providing subject matter expertise and oversight on review and approvals processes (e.g., sewer and watermain alterations application review, by-law exemptions, etc.) related to service connections and servicing infrastructure. You will also conduct analysis, coordination and resolution of technical issues related to asset interference and easements, while liaising with internal/external stakeholders, senior management.
As an Engineer reporting to the
Manager, Development Infrastructure, you will conduct the technical review, coordination, and resolution of issues arising from development application inquiries submitted by case managers in the Development Review Division or other City divisions. Working collaboratively with Development Review Division, you will help drive, monitor, and advance initiatives that strengthen Toronto Water's role in the development approvals process. Your focus will include enhancing pre-application touchpoints, addressing site-specific servicing challenges, coordinating sewer capacity requirements, and improving water infrastructure management practices and procedures related to development applications.
MAJOR RESPONSIBILITIES: Your primary responsibilities as an Engineer will vary, depending on unit and assigned duties, but you will be expected to: - Work with internal staff and consultants to complete studies, projects, and programs related to water and wastewater infrastructure management, including sewer and water system design, development servicing, and process improvement initiatives.
- Review and comment on engineering design, reports, and drawings (e.g. proposed watermains, sewers and stormwater management facilities), in compliance with the City's Drinking Water Works Permit (DWWP) and Consolidated Linear Infrastructure Environmental Compliance Approvals (CLI ECA), as well as other related policies, guidelines, procedures, by-laws, and legislation.
- Review and evaluate new technologies and products submitted by the industry for the City's consideration related to sewer and watermain approvals.
- Provide technical review, analysis, and advanced engineering input to other Toronto Water sections and City divisions on matters related to water and wastewater infrastructure and municipal engineering.
- Provide technical advice and expertise, review and utilize standard engineering principles and practices to assist in the operation, development and maintenance of Toronto Water's programs and facilities.
- Manage assigned projects by ensuring effective teamwork and collaboration, clear communication, high standards of work quality and organizational performance, continuous learning, ensuring completion of projects by established timelines.
- Represent Toronto Water as a technical specialist at meetings with internal sections, City divisions, external agencies, the public, and City Councillors' offices.
- Prepare technical reports and staff reports for Committee and Community Council, and materials for public education or communication as required.
- Prepare capital business cases, project charters, Requests for Proposal (RFP), Requests for Qualification (RFQ), and Requests for Expression of Interest (REOI), terms of reference, and scopes of work for consultant assignments, including selection and direction of consultants undertaking professional services for Toronto Water.
- Assist in the development of procedures, guidelines, technical standards, and policies related to the management of water and wastewater infrastructure, including sewer and water system design, development site servicing, and business process enhancements.
- Assist the Manager in work planning, goal setting, and allocating assignments.
- Lead and contribute to working groups, training sessions, and presentations that support continuous improvement of development review processes and water and wastewater infrastructure management practices.
- Perform other related duties as assigned.
KEY QUALIFICATIONSYour application for the role of Engineer must describe your qualifications as they relate to: - Must be licensed as a Professional Engineer in good standing with Professional Engineers Ontario.
- Completion of a post-secondary degree in Civil or Municipal engineering, or an equivalent combination of education and experience.
- Experience as a Professional Engineer working with water, wastewater, and/or stormwater infrastructure, including managing scope, schedule, and cost for design and construction projects.
- Experience with infrastructure capacity assessment, municipal servicing and funding, and the development approvals process.
- Experience in review, planning, design, and analysis applicable to a municipal engineering role working with water, wastewater and stormwater infrastructure.
- Demonstrated ability to read, interpret and report on engineering plans and drawings, specifications, correspondence, reports and other documents in a timely manner.
- Knowledge of water and wastewater infrastructure construction methods, feasibility, and impact analysis.
- Experience and knowledge in the application of federal, provincial and municipal regulations, by-laws, policies, design criteria and guidelines related to the review and approval of site-servicing infrastructure, and alterations to municipal water and wastewater infrastructure under DWWP and CLI ECAs.
- Experience using job-relevant software, including GIS software, hydraulic modelling software, process-mapping software, and stakeholder survey platforms.
- Experience in developing or contributing to policies, standard operating procedures, design criteria, technical standards, and guidelines relevant to the job responsibilities.
- Excellent communication and analytical skills, including the ability to prepare technical reports, briefing notes, Committee and Council submissions, and responses to inquiries from external agencies or the public.
- Knowledge of the Municipal Class Environmental Assessment (EA) process, particularly as it relates to municipal infrastructure planning, project management, and design.
- Knowledge of federal, provincial, and municipal regulations and policies applicable to water, wastewater, and stormwater systems (e.g., Environmental Protection Act, Ontario Water Resource Act, Safe Drinking Water Act, Occupational Health & Safety Act, MECP's procedure F-5-5).
- Strong stakeholder management skills to plan, lead, and implement multidisciplinary projects of varied scope.
- Interpersonal, conflict-resolution, leadership, and problem-solving skills, with the ability to work effectively across all levels of the organization and build strong internal and external relationships.
- Possession of, and ability to maintain, a valid Province of Ontario class "G" driver's licence and eligibility for a City driver's permit is an asset for this position.
