The City of Cypress is seeking a dynamic and highly-motivated individual to join the Public Works Department as either a Management Analyst or Senior Management Analyst, depending on the qualifications of the selected candidate. This is an exciting time to join the team with a number of transformative projects on the horizon.
Public Works is driving several high-impact initiatives, including a performance review of the City's solid waste franchise hauler, a pilot program to electrify the civilian vehicle fleet, and several projects focused on sustainability and operational efficiency. This position will play a key role in shaping and supporting these efforts, while also helping to prepare and administer the department's annual operating budget and 7-Year Capital Improvement Program (CIP).
Example of DutiesThe Analyst will support a variety of functions within Public Works. Duties and responsibilities may include, but are not limited to, the following:
- Assisting in the development and administration of the department's operating budget and the 7-Year CIP, including data analysis, forecasting, and report preparation.
- Conducting research, preparing policy and program analysis, and presenting findings to staff, City Council and other agencies.
- Supporting major initiatives such as the solid waste franchise performance review, fleet electrification pilot, sustainability and infrastructure planning projects, stormwater program, and water conservation programs.
- Preparing memoranda, City Council staff reports, presentations, and internal communications.
- Tracking and managing contracts, consultant work, and grant opportunities.
- Assisting with the management of the City's online permitting system (OpenGov) and Building and Safety Contract
- Managing the City's centralized citizen request system (Cypress Central) and updating the department's webpage.
- Ensure compliance with federal, state, and local laws, codes, and regulations
- Developing and implementing performance metrics and process improvements to enhance service delivery.
- Representing the department on various committees and projects and coordinate activities with other City departments and with outside agencies, organizations, and community groups.
Typical Qualifications Experience and Education Management Analyst- A Bachelor's degree from an accredited college or university with major coursework in Public Administration, Business Administration or a related field.
- At least two years of progressively responsible administrative and analytical experience.
- A Master's degree may be substituted for one year of experience. Experience working with a municipality or other government agency is highly desirable.
Senior Management Analyst- A Bachelor's degree in Public Administration, Business Administration or a closely related field.
- Four years of increasingly responsible experience in management, municipal budgetary and administrative analyses and active involvement in city-wide studies and projects.
- Master's degree and familiarity with Public Works operations, sustainability initiatives, or infrastructure programs are highly desirable.

Paid Vacation - 80 hours per year, up to a maximum of 160 hours (at 11 years of employment).
Sick Leave - Eight hours per month. There is unlimited accumulation, and the City has an annual payoff plan for unused sick leave, plus a payoff plan upon termination.

Holidays - 11 holidays per year plus one floating holiday.

Retirement Health Savings (RHS) Plan - $185 per month contribution.
Tuition Reimbursement - Up to $1,500 per fiscal year.
Retirement - Cypress is a member of the California Public Employees' Retirement System (CalPERS). The plan includes the following options: 2% at 55, one year highest compensation, 1959 survivor's benefit and post retirement survivor continuance. "Classic" members, hired before 6/30/10, pay 3% towards their PERS retirement contribution. "Classic" members, hired after 6/30/10, pay 6% towards their PERS retirement contribution. Cypress is not a member of the Social Security System.
For candidates not currently employed by a CalPERS Agency or exceeding six months of separation, retirement benefits offered will conform to the California Public Employees' Pension Reform Act (PEPRA) after a January 1, 2013 date of hire. The formula is 2% @ 62.
