The Division of Enterprise Operations (DEO) administers enterprise policies governing procurement, risk management, and continuity of operations planning; provides services to DOA and other agencies in the areas of financial management, procurement, risk management, continuity of operations planning, and the State Prosecutors Program; and facilitates opportunities for diverse businesses to sell goods and services to state agencies.

State Bureau of Procurement (SBOP) manages statewide contracts for goods and services commonly used by agencies and UW campuses that create savings and improve efficiencies for the enterprise.

This position is headquartered at the Department of Administration State Office Building, 101 E. Wilson Street, Madison, WI. Position Summary This position serves as the Deputy Director of the State Bureau of Procurement (SBOP) in the Department of Administration (DOA). The Deputy Bureau Director participates in all enterprise procurement and purchasing activities related to the acquisition of goods and services for the State of Wisconsin. The Deputy also provides oversight of agency procurement offices and delegation agreements and service level agreements for agencies under Consolidated Agencies Purchasing Services (CAPS). The position serves as the SBOP point of contact with the STAR Program Office. The Deputy Director works under the general supervision of the Director of the State Bureau of Procurement and directly supervises the section supervisors within the bureau.

Salary Information This position is in schedule-range (81-01) with an
hourly rate of $48.00- $52.00, plus excellent benefits. In addition, a $4.00 per hour add-on may be available for this classification. A two-year career executive trial period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.
Job Details Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.
This position is headquartered at 101 E. Wilson Madison, WI in the Department of Administration Building. This position is required to work in the office a minimum of one day per week with the option to work remotely the rest of the week.
Qualifications Minimally qualified applicants have experience with each of the following:
- Developing, implementing, and overseeing procurement and purchasing practices.
- Business relationship management (e.g. working with customers and businesses for inter-business activities, acting as point of contact, business liaison, or similar)
- Policy development/implementation (e.g. providing input on policy recommendations to individuals or organizations, implementing policies and procedures for an organization, interpreting policies and procedures to advise managers, or similar)
In addition, well-qualified applicants will have experience with one or more of the following:
- Personnel supervision and management
- Utilizing Microsoft Office or similar products (Outlook, Excel, & Word), procurement systems (e.g. VendorNet, etc.), and Enterprise Resource Planning (ERP) systems (e.g. PeopleSoft, or similar)
