This position is a member of our Water Quality Division.
HERE'S WHAT YOU'LL BE DOING- Assigns work and oversees the Engineering and Domestic Reuse team through the review of draft reclaimed water authorizations and approvals related to design criteria for wastewater systems to ensure the work complies with applicable TCEQ rules, policies, and procedures.
- Manages plans and specifications review and approval of highly complex domestic publicly and privately-owned treatment works in accordance with 30 TAC Chapter 217, by independently performing engineering analyses of designed wastewater treatment and collection systems. Administers the beneficial reuse program, in accordance with 30 TAC Chapters 210 and 321P, by independently performing engineering and technical analyses of submitted authorization applications for the beneficial reuse of treated wastewater. Provides guidance and direction to others.
- Assists with the hiring process and staff development; and provides input into performance management activities.
- Provides highly complex technical expertise to management on engineering related matters, including evaluation of technical information in permit applications. Prepares engineering analyses and recommendations for division-wide technical issues. Evaluate state and federal rules, policies, publications, and guidance.
- Serves as the leading professional engineer for the technical administration of the water quality homeland security program.
- Communicate with management, agency staff, the regulated community, the general public, and elected officials regarding the plans and specifications program, the beneficial reuse program, homeland security, and other engineering related programs. Gives presentations, provides management briefings, provides technical input, and represents the Division in various public and TCEQ forums.
- Leads and participates in highly complex rulemaking activities and special projects in support of water quality programs, as assigned.
- Provides expert testimony in contested case or legislative hearings as needed. Coaches and mentors management and technical staff in the development of technical and expert testimony.
KEY QUALIFICATIONS- Experience reviewing wastewater treatment facility design plans and specifications.
- Experience drafting reclaimed water authorizations.
- Experience leading and training work groups or teams conducting reviews of complex applications.
- Experience working with the Texas Pollutant Discharge Elimination System (TPDES), National Pollutant Discharge Elimination System (NPDES), or Texas Land Application Permits (TLAP).
Qualifications:REQUIRED EDUCATION & EXPERIENCEExperience in the administration of a program relevant to assignment,
and Texas Professional Engineer's license plus five years of full-time engineering experience beyond licensure.
ORCareer ladder progression: One year of full-time experience at TCEQ as an Engineer V.

CURRENT TCEQ EMPLOYEESThis position is also available as a lateral transfer opportunity (LTO) to TCEQ employees within the Engineer VI state classification. The selected candidate must meet the minimum qualifications of the corresponding job in the Engineer VI series.
Work ScheduleStandard business hours are M-F, 8:00 a.m. - 5:00 p.m.
Individual and work group schedule determined by the TCEQ Headquarters.
