Job DescriptionCity of Raleigh is hiring for two (2)
Manager - Meter Operations roles, providing second-level supervision by assisting the division manager in administration and oversight of utilities meter operations. This position supervises first-level supervisory staff in the implementation of processes, develops operating policies and procedures, analyzes and evaluates gaps in the division performance for key areas, creates training and development programs, and participates in developing budget and monitors operational budgets.
Our ideal candidate has extensive knowledge of water/sewer system operations, good time management, a positive attitude, and excellent communication skills. Employees in this role will when utilizing networking skills to engage internal and external business partners to develop efficiencies, new processes, and acquire contractual needs.
About Us:This position is part of a diverse team in the Raleigh Water, Meters Division. Program(s) assist with the maintenance of 220,000 water meters in the Raleigh service area: including Knightdale, Wendell, Zebulon, Wake Forest, Rolesville, and Garner. Functions include but not limited to customer move/in and move/outs, severance for non-payment, leak diagnosis and repair, meter replacement and meter box maintenance, and meter installations. Additional division duties include meter reading, meter testing, and Cross Connection programs.

- Performs HR functions and oversight for 25-30 staff
- Serves as division representative on various committees, in meetings with departmental staff and management, and for external stakeholders and organizations.
- Oversees the public water distribution system and privately owned assets
- Analyzes program functions for efficiencies, metrics, staffing, and budgetary needs
- Applies state, federal, and local guidelines/regulations to ensure the safety of the drinking water system
Typical QualificationsEducation and Experience:Bachelor's Degree in Public Administration, Business Administration, Planning, Engineering or related field and 7 to 9 years' experience in supervisory level water distribution system installation, maintenance, repair, water meter location and reading, or related work
OR
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted
Licensing and Certifications:- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
