Digital Health Innovation (DHI) delivers provincial digital health strategies and business transformations by relentlessly focusing on the end user and the end-to-end health services journey for everyone in British Columbia. We concentrate on the design and delivery of digital health tools and platforms to support the ongoing evolution of a connected health system and digitally enabled health care. By collaborating with all provincial health sector partners, we ensure an equitable approach to addressing health sector priorities.
DHI is part of the Provincial Digital Health & Information Services (PDHIS) portfolio that was formed in July 2022 to enable our BC health system more effectively digitally and virtually. PDHIS brings together many organizational units from different parts of PHSA into one portfolio and includes a close partnership with the Ministry of Health to deliver on the BC Digital Health Strategy.
Health Gateway is the provincial patient portal that provides BC residents with secure and convenient access to their health information. The province continues to work closely with cross-sector health partners, patients, and caregivers to ensure British Columbians are supported and empowered to be active participants in their health journey through safe and equitable access to their personal health records, information, and relevant services.
Services Required:
- Gathers and documents business requirements through stakeholder interviews, workshops, and analysis
- Translates business needs into clear, actionable specifications for technical teams
- Analyzes current processes and systems to identify gaps, inefficiencies, and opportunities for improvement
- Develops use cases, process flows, and functional specifications to support solution design
- Facilitates communication between business units, technical teams, and project partners
- Supports testing and validation of solutions to ensure they meet business requirements
- Assists in change management and training efforts to support successful implementation
- Monitors and evaluates solution performance post-implementation to ensure continued alignment with business goals
Specific Qualifications or Experience Required:
- Stakeholder management, involving preparing, scheduling, and leading workshops, gathering/reviewing requirements, collecting input.
- Extensive experience in documenting all technical and business requirements and business capabilities, requirements acceptance: facilitate business users, and business process mapping.
- Excellent written and verbal communication and facilitation skills, with the ability to navigate challenging personalities and influence stakeholders.
- Document current and proposed business processes using tools such as flowcharts, diagrams, and process maps.
- Effectively decompose high level scope down to tangible, workable low-level requirements, and deliverables.
- Strong critical-thinking, analytical, interpersonal, and problem-solving skills, to recognize and resolve complex issues and devise creative solutions.
- Understand business process modeling notation and techniques, as well as process improvement methods and criteria.
- Interpret and translate customers' needs and advise on possible solutions. Assist in the preparation of a high-level project estimate and project timelines.
- Working knowledge on and experience with agile as well as waterfall project management concepts, practices, and deliverables.
- Communicate effectively with both technical and non-technical team members and with members of functional teams.
- Prefer candidate to have digital health delivery experience on citizen facing tools
