What you Will Do:
The Director of Purchasing and HUB Services performs advanced (senior-level) managerial work providing direction and guidance in operations and planning for agency purchases within the Purchasing and HUB Services unit (PHS) of the Procurement and Contract Services Department (PCS). The Director develops the activities, goals, and objectives of PHS with input from the PCS Director to meet agency and division vendor procurement goals; recommends and develops policies and procedures for agency purchasing; establishes priorities, standards, and measurement tools for determining staff performance and progress in meeting goals; coordinates and evaluates purchasing activities; and reviews and approves staff travel, training and purchases. Plans, assigns, and supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
You Will be Trusted To:
-Develop and implement policies, procedures, and project plans for management approval.
-Develop and monitor the implementation of specific project or program milestones.
-Develop and review procedures/guidelines to facilitate work processes and ensure that they are compliant with applicable state and federal law, and institute best practices.
-Appropriately delegate work and monitors work progress. Motivates employees and appraises them following agency policy.
- Provide direction, guidance, and technical assistance to agency purchasers and agency staff regarding state and TWC purchasing policy and procedures.
-Ensure agency compliance with HUB requirements, attends HUB recruiting events, reviews HUB Subcontracting Plans, and timely submits HUB reports.
- Ensure staff compliance with agency, Comptroller of Public Accounts, State Auditor's Office, and Legislative Budget Board recommendations, guidelines, procedures, rules, and regulations.
- Represent the PCSD at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees, as directed or required by job functions.
-Select, place, and develop employees. Manages performance through appropriate rewards and corrective action.
-Ensure accurate data is recorded and reported to external entities.
-Make assignments to accomplish the assigned mission, objectives, and functions
-Carry out management assignments needed to operate effectively, including establishing priorities, standards, and measurement tools for determining progress in meeting goals.
- Perform other duties as assigned.
You Qualify With:
-Five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, two years of which must have been in an administrative management or supervisory capacity.
-Relevant academic credits may be applied toward experience qualifications for this position.
You Are a Great Fit With:
- Current certification as a Certified Texas Contract Developer, Certified Texas Purchaser or a Certified Texas Contract Manager.
- Three years of work experience in Texas state government related to Purchasing and contracting, including work in the development of requests for proposals, requests for offers, requests for applications, or other competitive solicitation instruments.
- Experience managing a team at a state or federal agency.
- Experience in purchasing major information systems and/or capital construction projects.
- Strong communication skills.
- Experience in training 3-5 staff on purchasing or contracting processes
- Experience responding to internal and external audits
- Strong writing skills, specifically in writing policies and procedures. There will be a "sandbox" exercise at the interview.
