Constellation Aviation Solutions (CAS) supports several programs in the FAA Surface Surveillance organization. This organization includes several programs which provide situational awareness to Air Traffic Controllers, pilots, and ground vehicle operators within the Airfield Movement Area. The systems are fully automated based on inputs from surface and terminal surveillance systems. Currently, CAS is working to fill Senior Systems Engineer positions for the Surface Movement Radar (SMR) replacement program.

We are searching for a motivated, responsible Senior Engineers ready to join our team of technical professionals who interact directly with our customers to bring about modernization to government mission-critical systems and infrastructure.
As one of the Senior Engineers, you will be part of the implementation team replacing SMRs at 50 plus major US airports. In this role you will assist with optimization, evaluate data and other tasks required to return the radar to service.
The candidate will be responsible for working with the implementation team and the radar system contractor.
RESPONSIBILITIES:
1. Perform and assist with all activities related to the transition from existing Radar systems to new Radar systems in FAA operational facilities and other assigned facilities. Planning includes coordination with stakeholders for continued operation during installation and minimizing down-time.
2. Assist with technical planning and assessing site-specific data to determine the suitability of the system architecture for a particular site application.
3. Coordinate planned program implementation activities with the Implementation Team, FAA Engineering Services, FAA Service Area, District, local site organizations, and other stakeholders necessary for the successful integration of new systems into facilities.
4. Conduct site surveys to support the replacement of existing Radar. Survey includes condition of existing infrastructure and placement of Radar, identifying facility equipment space, cable pathways, power, grounding, seismic, and compliance with FAA, OSHA, and other pertinent requirements.
5. Develop cost estimates and perform analysis on other reports impacting implementation activities. This includes site preparation, equipment delivery, equipment storage, telecommunications, installation, and system decommissioning.
6. Perform site preparation, installation, and checkout of systems, evaluate data and optimize the radar system to return to service.
7. Conduct periodic site visits for installation monitoring and coordination and draft trip reports.
8. Maintain implementation documentation such as drawings, specs, calculations and reports.
9. Collect and maintain system performance data to support identification of mission needs and operational capability shortfalls.
10. Perform technical analyses related to hardware/software design, system interfaces, hardware/software logic, hardware/software maintenance, and address alternatives to resolve any issues, and recommend alternative design features to satisfy technical issues and concerns related to cost and schedule.
11. Develop and maintain implementation schedules and assess impacts of changes to the program.
12. Support program logistics processes, develop and maintain equipment production, storage, delivery, and tracking processes.
13. Participate in daily/weekly team conference calls or meetings related to project status and evolving priorities.
14. Prepare/participates in program status activities by reviewing artifacts in advance of presentation.
15. Participate in program Technical Interchange Meetings (TIMs).
16. Assist with providing inputs to program briefings and presentations.
17. Verifies work order information and receipt of all necessary equipment and information.
18. Documents and/or logs equipment/system installation and/or modification actions.
19. Drafts routine reports and contract documentation such as site surveys and test reports.
20. Ability to handle multiple tasks during emergency situations.
QUALIFICATIONS:
- Must hold a Bachelor’s degree in Engineering.
- Must have a minimum of 16 years of experience some of which includes Radar responsibilities.
- Must be able to read, write, and speak English fluently.
- Must be proficient in MS Office products (Project, SharePoint portals, and Teams).
- Candidate must be able to pass a drug screening as part of the Pre-employment process.
LOCATION: This is a remote position within the U.S.
TRAVEL: It is estimated this position will travel 75% within the U.S.
SECURITY: Candidate must be a United States citizen or a resident alien who has been lawfully admitted for permanent residence in accordance with the Alien Registration policy established by the U.S. Immigration and Customs Enforcement. Candidates must also be able to submit to and complete the appropriate background investigation and security via the Standard Form (SF) 85P, Questionnaire for Public Trust Positions.
