What You’ll Do At LIPA
The IT Manager, Applications and Data assists in fulfilling LIPA’s purpose of clean, reliable, and affordable electric service for our customers on Long Island and the Rockaways by shaping and executing LIPA’s enterprise application and data strategy, managing the performance and modernization of cloud-based applications, leading the development of AI-enabled capabilities, and overseeing the Service Provider’s data analytics program to strengthen operational reliability and customer value. This role ensures that LIPA’s data, cloud platforms, and emerging technologies work together to support informed decision‑making, regulatory compliance, and continuous improvement across the organization.
The Manager leads a team of data engineers and cloud applications specialists, fostering a culture of innovation, collaboration, and technical excellence. The role partners closely with business units, IT leadership, and external service providers to deliver secure, scalable, and cost‑effective solutions that advance LIPA’s mission of providing clean, reliable, and affordable energy to the communities we serve
Other Essential Job Functions include:
Leadership and Strategy
- Leads the strategic direction for enterprise data, cloud platforms, and AI solutions to support LIPA’s mission of delivering clean, reliable, and affordable energy.
- Partners with business and IT leadership to identify opportunities where data, cloud technologies, and AI can enhance operational reliability, regulatory compliance, customer experience, and organizational efficiency.
- Ensures all initiatives align with LIPA’s technology roadmap, cybersecurity standards, and long‑term digital transformation goals.
- Promotes a culture of innovation, responsible data use, and continuous improvement across the organization.
Data Analytics Oversight
- Oversee the development and delivery of enterprise analytics, dashboards, predictive models, and reporting that support utility operations, grid planning, customer programs, and regulatory filings.
- Direct the design and maintenance of enterprise data architecture, including data modeling, integration, warehousing, and governance.
- Establish and enforce data quality, security, and governance standards to ensure accuracy, consistency, and compliance with regulatory requirements.
- Supervise data integration efforts across legacy, cloud, and operational systems to ensure reliable and timely data availability.
- Evaluate emerging analytics technologies and methodologies to enhance LIPA’s decision‑making capabilities.
Cloud Application Management
- Oversee the performance, reliability, and security of cloud-based applications that support mission-critical utility functions.
- Lead modernization initiatives to reduce technical debt, improve system resilience, and optimize cloud resource utilization.
- Direct application lifecycle management, including upgrades, enhancements, and vendor-supported releases.
- Conduct proof of concept evaluations and collaborate with vendors and engineers to validate new cloud technologies and architecture patterns.
- Ensure cloud applications comply with cybersecurity, privacy, and regulatory requirements.
AI Strategy and Implementation
- Shape and advance LIPA’s AI strategy, identifying use cases that support predictive maintenance, outage management, customer engagement, and operational efficiency.
- Provide technical leadership in AI/Machine Language (ML) methodologies, data engineering, and model deployment.
- Ensure AI solutions are ethical, secure, transparent, and aligned with LIPA’s values and regulatory obligations.
- Manage relationships with AI vendors, consultants, and technology partners to support solution development and implementation.
- Maintain documentation of AI‑related data flows, architecture, and operational processes.
Team Development
- Lead, mentor, and develop a team of data engineers and cloud application specialists.
- Build a collaborative, high‑performing team culture grounded in LIPA’s values of service, collaboration, and excellence.
- Recruit and retain top talent across data, cloud, and AI disciplines.
- Encourage continuous learning, professional development, and cross‑functional knowledge sharing.
- Ensure team members have clear goals, performance expectations, and opportunities for growth.
Operational Excellence
- Establish Key Performance Indicators (KPIs) and performance metrics for data, cloud, and AI initiatives to ensure reliability, efficiency, and continuous improvement.
- Work with the Manager of IT Performance and Procurement to create and maintain your budget and resource allocation.
- Collaborate with the IT Project Manager to ensure the effective delivery of services.
- Ensure compliance with security, privacy, and regulatory requirements relevant to the utility industry.
- Regularly evaluate vendor performance, system effectiveness, and opportunities for optimization.
- Ensure documentation, processes, and systems support auditability, operational readiness, and business continuity.
- Perform other related duties as required.
Knowledge & Skills Required to Perform the Role
- Strong leadership skills with the ability to set direction, manage priorities, and guide multidisciplinary technical teams.
- Ability to translate business needs into technology strategies and roadmaps.
- Excellent communication skills with the ability to explain technical concepts to non-technical stakeholders and build consensus across departments.
- Strong vendor management skills, including contract oversight, performance evaluation, and service delivery management.
- Experience overseeing cloud-based enterprise applications, including performance, security, lifecycle management, and vendor-supported releases.
- Familiarity with cloud modernization approaches, including migration planning, system upgrades, and reducing technical debt.
- General understanding of data governance, data quality, and enterprise reporting concepts.
- Ability to oversee analytics workstreams and ensure alignment with business needs, even if not hands-on with data modeling or engineering.
- Understanding how data flows across enterprise systems and how data supports regulatory, operational, and customer-facing functions.
- Ability to evaluate data-related proposals, ask the right questions, and rely on subject matter matter experts for technical depth.
- Awareness of AI concepts, use cases, and risks, with the ability to identify opportunities for operational improvement.
- Ability to lead AI initiatives at a strategic level, relying on technical experts for model development and implementation.
- Understanding of ethical, security, and regulatory considerations related to AI in a utility environment.
- Strong problem-solving skills with the ability to evaluate system issues, identify root causes, and guide teams toward solutions.
- Experience managing complex IT projects, including cloud migrations, system upgrades, and enterprise platform implementations.
- Ability to manage budgets, allocate resources, and prioritize competing initiatives.
- Skilled in evaluating vendor solutions, negotiating contracts, and ensuring service levels are met.
What We Need
- Bachelor’s degree in computer science, Information Technology, or a technology-related field, or its equivalent
- Seven (7) years of progressive IT experience, including significant responsibility in data management, cloud platforms, analytics, or enterprise applications.
- Two (2) years of leadership experience managing technical teams (data engineers, cloud system engineers, etc.) with demonstrated success delivering complex technology initiatives.
- Experience working in a regulated or operationally critical environment, such as utilities, energy, transportation, or other infrastructure‑focused sectors.
- Familiarity with modern cloud platforms (AWS, Azure, or GCP), data architecture, and analytics ecosystems (e.g., Snowflake, Databricks, Power BI/Tableau).
- Involvement with developing technology strategies, roadmaps, and solution architectures that support enterprise‑wide goals.
- Demonstrated success leading modernization efforts, including cloud migration, data platform upgrades, or digital transformation initiatives.
- Experience collaborating with vendors, managed service providers, and cross‑functional business partners to deliver technology solutions.
- Established work in proof of concepts and technology
